James Hurlen Bolden serves as the Director of Police Services/Public Safety. Bolden came to Southwest in June 2008 after having served 35 years in law enforcement.
Bolden's first professional law enforcement opportunity came as a patrolman with the Memphis Police Department in 1968. Eight years later, he was promoted to sergeant and assigned to the Criminal Investigation Division. Bolden rose through the ranks as lieutenant, captain, commander, inspector, chief inspector and chief of the Memphis Police Department (MPD) Training Academy where he revolutionized training methods for all law enforcement personnel. Bolden retired in 1997 then returned in 2000 as Deputy Director of Police Services and was later appointed as Director of Police Services for the City of Memphis in 2003. Additionally, Bolden served as Director of Homeland Security for the State of Tennessee District Eleven and worked as Director of Public Safety for Crichton College before coming to Southwest.
A Memphis State University graduate with a Bachelor of Arts in Criminal Justice, Bolden is also a graduate of the Federal Bureau of Investigation (FBI) National Academy and Senior Management Institute for Police at Boston University. He also received valuable training in the State of Israel under the guidance of the Israeli National Police Force through the world renowned Georgia International Law Enforcement Exchange program.
Bolden is the former president of Memphis Metropolitan Association of Chiefs of Police (MMACP), first Vice President of the Tennessee Association of Chiefs of Police, the founding president of the West Tennessee Chapter of the National Organization of Black Law Enforcement Executives and the founding president of Afro-American Police Association of Memphis.
